Since those items are red, they can spawn in the Planetarium. Note that in order to encounter them in your run, you need to finish The Galactic Approach challenge.

	Celestial Collar	The power of life	1.0/1.0	Boss items, shop items and treasure room items have a 15% chance to be replaced with 1up!. Grants a stacking 110% Damage multiplier per extra life.
